Βασιλείῳ μητροπολίτῃ Νεοκαισαρείας.

Basil, metropolitan of Neokaisareia.

Commentary

Laurent wished to identify the owner as the Basil of Neokaisareia mentioned in an early tenth-century letter. This identification is not out of the question.
