Translation

σφραγὶς ἐπάρχου Δομινίκου Μανίου κοιαίστορος καὶ σὺν ἄλλοις ἐφόρου.

Seal of the eparch Dominikos Manios, koiaistor and, among other (offices), ephoros.

Commentary

We have taken the unusual phrase σὺν ἄλλοις ἐφόρου ("among others") to mean that the owner supervised a number of bureaux in the central administration.

Wassiliou-Seibt speculates that the rare image of St Markianos and evidence from other seals suggest that the owner was of Sicilian origin. See the remarks in her commentary to the entry in her catalogue.
