Translation

κένσωρα Βασίλειον ἡ σφραγὶς γράφει σκρίβαν κριτὴν τε τὸν ἐκ τοῦ γένους Σκρίβαν.

The seal inscribes the kensor, judge, and skribas Basil, a Skribas by descent.
