Translation

Θεοκτίστου ἰλλουστρίου.

(Seal of) Theoktistos illoustrios.

Commentary

The obverse monogram above the eagle is difficult to make out; it could also read Καλοθέτου if the letter at the bottom terminus of the cruciform is an α. It also looks almost like a type II invocative monogram, however the bottom letter is likely not a β, and the reverse clearly reads a title, not a name.
